Abstract:

 

In order to improve community development and local governance, this study evaluates the training requirements of elected barangay council members in Sagay City, Negros Occidental. Critical skill gaps in leadership, governance, planning, public safety, community services, communication, technology, and personal development are identified by the research, which is guided by the Human Capital Theory. Using a quantitative descriptive design, information was gathered from 225 respondents, including SK Chairpersons, Barangay Chairpersons, and Barangay Kagawad - using a verified and trustworthy researcher-made questionnaire. The results show that although council members are excellent in disaster management, legislative procedures, and community involvement, there are notable deficiencies in the knowledge of fundamental information technology and stress management. In light of these findings, specific training initiatives are suggested to remedy the shortcomings found and promote more efficient and adaptable governance. In order to enable barangay officials to satisfy the changing needs of the communities, the study emphasizes the significance of ongoing capacity-building activities.
